PAWS Animal Rehabilitation Center or PARC is the first real animal shelter in this country. It is PAWS’ most ambitious project to date and is now serving as a center for charitable veterinary services, catering to the pets of the low-income sector and, is providing temporary shelter to the countless number of (rescued, abandoned and abused) animals. The shelter's clinic offers low-cost neutering of dogs and cats, as a way to curb the overpopulation of unwanted pets.

PARC was put up mainly through funds from the International Fund for Animal Welfare (IFAW) and the kindness of Don Manolo Lopez of MERALCO. American architect Larry Litchfield, because of his unfaltering love for animals, did the architectural design for free. A founding partner of the New York City-based Shiffer-Burdick-Litchfield-Magnuson architectural firm, Litchfield worked with a Filipino architect, Renato Osmena Martinez, for eight years in the aforementioned firm. Their clients included the Sears Shopping Mall (Enfield, Connecticut), The World Trade Center, The United Nations and The New York Times. His experience and involvement with the New Rochelle Animal Shelter in N.Y. is an added bonus to PAWS.

His retirement in 1997 brought Litchfield to Manila with his wife, Dee Marquez, a former model and stage actress. He, together with architect Martinez, put up Martinez/Litchfield Architectural Consultants, Inc. The partnership is committed to the application of advanced planning and design principles in the Philippines. Some of their projects here include the Ayala Health Care Clinics at Ortigas Center and Ayala Alabang, NR Trading & Manufacturing in Meycauayan, Bulacan and residences at Valle Verde V.

With regard to the helpless situation of the animals here in the Philippines, Litchfield can only say, “it breaks my heart every time I see a kitten on the street.” It is this sentiment that PAWS and countless Filipinos share with Litchfield. It is this same sentiment that has continued to encourage dedicated volunteers to strive for the full realization of PARC.

PARC (please see map) is located at the back of the Ateneo de Manila University, on the highest portion of a hilly 5,000 sqm. MERALCO property in Katipunan Valley, Loyola Heights, Quezon City. Aside from the shelter itself, PARC is home to the largest butterfly garden in the country. It is a perfect destination for field trips, where students are taught to love and care for animals, as well as nature. To date, it has already recieved thousands of student from various schools within Metro Manila and adjacent provinces.
