1. PARC shall be an OPEN SHELTER - meaning, it will accept all animals abandoned with the shelter.

  2. PARC shall implement the following regulations and procedures regarding abandoned animals:

    a. All adult dogs and cats with poor health (as determined by a competent vet, guided by a set of factors which includes types of disease and cost of rehab)*.

    b. All adult dogs and cats that exhibit abnormal signs of aggression (level of aggression to be set by a competent animal behaviorist/trainer)**.

    c. All adult dogs and cats at the zenith of their age range (provided that the maximum allowable population of animals within the shelter has been reached).

    d. Newly born kittens and puppies (one to two weeks old) (in the absents of an effective Foster care program)

    Subject for Adoption

    e. All animals that are determined to be adoptable and, after a thorough rehabilitation process***.

    f. In the case of wildlife, the animal/s shall be turned over to the zoo or the Protected Areas and Wildlife Bureau (PAWB)

    Animals destined for euthanasia are to be put down in accordance with standards set by law. As a matter of policy, PARC shall put down excess animals, following again, the factors of health, age and behavioral problem. The population of animals in PARC shall at all time be kept at a level that will ensure a reasonable healthy environment.

  3. All persons who brought in their animals to PARC are required to sign a Waiver****.

  4. All the above provisions except no. 3, shall apply as well to anonymous abandonment and rescued animals.



    *Vet must determine if the disease carried by an animal is highly contagious, terminal or hazardous to humans or, impractical to treat or, all of the circumstances mentioned. Exception may be considered for those with less serious ailment, provided certain factors (exceptionally sociable and young) warrant it.
    **It's important to properly distinguish between normal defensive aggression shown by an animal, as a result of it being in a traumatic situation, and that of outright viciousness.
    ***Adoptable animals must be given the mandatory rabies shot. Other vaccinations may be given when resources are available. Adult male cats are to be neutered before transferring to cattery. All animals are to be kept clean, healthy and presentable to the public.
    ****Waiver must contain complete name, address, phone number (some acceptable form of ID should be presented). Information like reason/s for abandonment, origin of the abandoned animal and other existing pets if available, must be elicited. (These data might be useful for future evaluation, which can help determine, and hopefully reduce instances of abandonment).
